With an extensive background in local government and the non-profit sector, Julian has managed numerous projects including several recent regional projects for the Capitol Region Council of Governments. During his time as the Budget Director for the Town of Manchester, he spearheaded and managed multi-town efforts to create a regional emergency operations center and a regional animal control facility and frequently represented the town in regional initiatives.
He has a long history with Hartford dating back to one of his first jobs as the Kitchen Manager at Loaves and Fishes in the city’s Asylum Hill neighborhood. More recently, he managed several energy related programs for a non-profit based in Hartford. He is an active volunteer in both the Cooking Matters nutritional cooking instruction program and the United Way’s volunteer budget coaching program.
