Mark D. Waterhouse, CEcD has been active in the field of economic development since 1972. He is president and a founder of Garnet Consulting Services, Inc., a firm that specializes in market and feasibility studies, business park master planning, community and organizational evaluation, strategic planning, site searches, and other economic development services for communities, companies, property owners or buyers.

  • Prior to Garnet, Mark served as development coordinator and manager of area sales with The FIP Corporation
  • Eight years’ municipal economic and community development director for Milford and Stratford (Conn.)
  • Provided consulting services to businesses and individuals in the areas of business and strategic planning and governmental financing programs.


  • Graduate of Dartmouth College; awarded Dartmouth Alumni Award in recognition of service to the college
  • Graduate of the University of Oklahoma’s Economic Development Institute, and the Minority Business and Economic Development Internship Program
  • He holds a B.A in Psychology and a Bachelor of Laws degree
