Steve Kushner


Steve loves being outdoors and is a boater and fisherman but most of all is an avid rock hound. This passion has taken him along with his wife and 2 sons to the desert southwest on many adventurous collecting trips for interesting rocks and minerals. He is a 30 year resident of the Town of Granby.


Steve earned a Bachelor of Science Degree in Natural Resource Studies and a Masters Degree In Regional Planning from the University of Massachusetts.

Steve has more than 35 years experience as a municipal planning director in Connecticut. He has a keen understanding of municipal government and it’s interaction with local planning. He recently retired from the Town of Avon where he served as Planning Director for 26 years. Steve oversaw the Divisions of Planning, Building Code Enforcement, Fire Prevention, and Conservation. His leadership, creativity, relationship with the development community, and steady hand, helped Avon evolve into a very desirable community. As Avon has transitioned into a suburban environment it has been able to retain vestiges of it’s rural past through innovative planning and land preservation. It has an enviable strong tax base, including a substantial number of high quality retail, office, and manufacturing companies. This has allowed Avon to offer residents very high quality schools and services while maintaining a low tax rate as well as a Moody’s bond rating of AAA. Steve also worked as Town Planner in Ellington, Assistant Planning Director in Farmington, and Senior Regional Planner in Northeastern CT where he served as Town Planner in Plainfield, Woodstock, Danielson, and Brooklyn.


Steve is a member of the American Institute of Certified Planners as well as the Connecticut Associaton of Certified Zoning Enforcement Officials.


  • Author 2006 Avon Plan of Conservation and Development. Currently writing the 2016 Plan. Many accomplishments in implementing goals set in the plan relating to housing, commercial development, infrastructure, and open space preservation.
  • Author of numerous land use regulations in the areas of Zoning, Subdivision, Aquifer Protection, and Inland Wetlands.
  • Author of an innovative Transfer of Development Rights program ( TDR) which permits the transfer of residential density from rural areas to Avon village center.
  • Worked extensively with Avon Planning and Zoning Commission and private owner of 90 acres of land in Avon Village center to create a flexible mixed use zone and regulation. A master plan for a 1 million square foot project was approved in 2011. Land is now under contract and in final stages of permitting.
